IT BEARS WITNESS TO THE CAPTURE, INTERROGATION, AND DETAINMENT OF TERRORIST FORCES THREATENING THE FREEDOM OF THE UNITED STATES OF AMERICA AND THE FREE WORLD. THE FLAG IN THIS PICTURE WAS ALSO FLOWN OVER THE HEADQUARTERS AND INSIDE OF THE DETENTION FACILITY. IT WAS HANGING INSIDE OF BUILDING #7, WORLD TRADE CENTER, ON THE MORNING OF THE ATTACK. IT, AND THE FLAG ACCOMPANYING THIS CERTIFICATE WERE CARRIED FROM THE UNITED STATES TO AFGHANISTAN TO HONOR THOSE WHO PERISHED ON 11 SEPTEMBER 2001.
